Federal facilities located in the Transmission and Distribution Service Provider (TDSP) service territories within the state of Texas, USA

Description:

This is a SYNOPSIS for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information. This announcement does not constitute the solicitation. 

The U.S. General Services Administration (GSA) intends to issue a solicitation requesting proposals for the supply of all electricity supply commodity components and delivery of carbon pollution-free electricity (CFE) energy attribute certificates as defined by the Implementing Instructions for Executive Order 14057 Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability dated August 2022, up to the Delivery Point for Federal facilities located in the TDSP service territories within the state of Texas. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities.  The Government is soliciting offers for a 36-month delivery period (beginning with the first utility meter read occurring in the month of August 2023 through the meter read occurring in the month of August 2026.  The total annual estimated quantity to be solicited is 107,968,818 kilowatt-hours (kWh).  The Contractor shall deliver CFE energy attribute certificates equal to seventy-seven percent (77%) of the total actual usage required. The contract(s) awarded will be firm Fixed-Price. The solicitation will be issued as a Request For Proposal. Additional requirements may be added by amendment.
