Notice of Intent to Sole Source for mission-critical satellite capacity, managed teleport services, and Dedicated Media Fiber (DMF) connectivity for uplinking to Measat-3D.

THIS IS A NOTICE OF INTENT

This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.

The proposed contract action is for mission –critical satellite capacity, managed teleport services and Dedicated Media Fiber (DMF) connectivity for upliking to Measat-3D. See attached SOW for additional details.

The U.S Agency of Global Marketing (USAGM) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 by entering into a sole source contract with Globecast America Incorporated.

The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled “3304(a)(1) sole source specifications, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

Globecast America Incorporated is the only known source able to provide the required digital video and digital audio teleport facilities services and staffing.

The Period of Performance is: 

Base Year                          April 1, 2024 – March 31, 2025 estimated value- $409,392

Option Year One              April 1, 2025 – March 31, 2026 estimated value -$409,392

Option Year Two              April 1, 2026 – March 31, 2027 estimated value- $409,392

Option Year Three            April 1, 2027 – March 31, 2028 estimated value-$409,392

Option Year Four              April 1, 2028 – March 31, 2029 estimated value -$409,392                                                                                                                             Total estimated value  $ 2,046,960.00

This notice of intent in not a request for capability statements or competitive proposals; however all capability statements received within ten (10) days of the issuance of this notice will be considered by the agency.  A determination by the Government not to compete this procurement based on responses to this notice is solely at the discretion of the Government.  For questions concerning this notice, please contact Natalie Y.
