Description

AFTC/PZIA (Arnold) at Arnold AFB, TN 37378 intends to award a sole source, firm fixed price contract as authorized by FAR 8.405-6(a)(1)(i)(B) to Carahsoft Technology Corp. as they are the only company on DoD ESI BPAs authorized to resell Decision Lens Inc. supplies and services. The requirement is for DL-4.2-A Decision Lens Solution license, which allows rapid spreadsheet import, permission based data updates, establishment of weights and criteria, dynamic "what-if" analysis, planning scenario COA generation for decision support visualization, and able to export to CSV for upload back into agency related databases. This software will save time, reduce latency, optimize decision-making, and provide more defensible/auditable decisions.

The Government intends to move into negotiations if there are no favorable responses. Thus, the estimated total dollar value is not available. The intended award will utilize NAICS 513210 and FSC 7A21. Carahsoft Technology Corp. is a large business. Thus, this intended award will not be set-aside for small businesses.

This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 1 PM CST, 06 November 2023. A determination by the Government to not compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement. If no favorable responses are received by the date mentioned above, a contract will be negotiated with the above-named source.
