General: The U.S. Army Corps of Engineers, Portland District (NWP) has a need for professional architect-engineering (AE) Services that fall generally into the following broad categories:

  • Dams and Appurtenant Structures
  • Fish Conveyance Systems
  • Flood Risk Reduction
  • Coastal, Rivers, and Harbors

The primary purpose of these services is to support civil works planning, design, and environmental compliance within NWP's area of responsibility. NWP may, however, elect to transfer contract capacity to the Seattle and Walla Walla Districts in order to enable contingency support for those districts.

*Please note: The Portland District intends to issue an A/E Pile Dike SATOC in the near future. Once issued, most Pile Dike Task Orders will be completed on the Pile Dike SATOC. 

Synopsis and Statement of Work: The Synopsis and Statement of Work (SOW) are attached. Reference the Synopsis for submittal requirements and details. 

Period of Performance: 5 Years after Award. 

Acquisition Strategy: NWP intends to award up to five (5) indefinite delivery, firm-fixed-price, multiple award task order contracts (MATOCs). The awarded MATOCs will have a five (5) year base period and a shared capacity of $49 million among the MATOC pool. The minimum guaranteed amount for the five (5)year base period is $5,000.00 for each MATOC awarded. Task Orders issued under these MATOCs will have a minimum ordering amount of $5,000.00 and the estimated maximum task order amount will not exceed the contract amount.

Contract awards are anticipated in the fourth quarter of Fiscal Year (FY) 2024.

Set-Aside and NAICS Codes: The North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services, which has a size standard of $22.5 million in average annual receipts.

This is an Unrestricted Full and Open Competitive Acquisition. In accordance with Federal Acquisition Regulation (FAR) 6.203, FAR 19.502-3, FAR 19.502-4, and Army Federal Acquisition Regulation Supplement (AFARS) 5119.202-1(2), however, the Contracting Officer may reserve up to three (3) MATOC awards for small business. If three or more small businesses are awarded MATOCs, the Contracting Officer reserves the right to set aside task order requirements for small business firms. This set-aside decision will be performed at the task order level.

Small businesses are encouraged to team with other small businesses.
