Description
NASA/Goddard Space Flight Center plans to increase the maximum value and extend the performance through six (6) months under contract number 80GSFC17C0003 with ADNET SYSTEMS, INC. on a sole source basis to extend the current contract’s performance period from October 1, 2022 through March 30, 2023 to provide additonal time for the follow-on contract to be awarded. The contract is a Cost-Plus Fixed Fee (CPFF) contract. The rationale supporting this sole source award to ADNET SYSTEMS, INC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” The nature of the work to be performed is highly technical and requires extensive training that cannot be accomplished without undue schedule delays. If NASA attempts to procure these services from any other source, the combination of delay due to the competitive process and the time required to transition a new management team to coordinate staffing levels, schedules, and to become familiar with work requirements and systems would cause unacceptable delays in fulfilling NASA’s mission. Based on the time and costs that would be involved in procuring and phasing in another contract, Adnet is the only entity possessing the detailed knowledge necessary to provide seamless continuation of the services provided under the SESDA IV contract without risk of an unacceptable interruption or delay of critical services.
This extension is necessary for the Space and Earth Science Data Analysis (SESDA IV) that requires services and support for the engineering of software systems through all phases (formulation through on-orbit operations/decommissioning) of NASA programs and projects. These products and services include: flight, ground and science data systems and technologies; mission environments, software engineering, software systems engineering, software/data systems project management, mission operations and mission validation capabilities. SESDA IV focuses on the development of reusable flight and ground architectures and frameworks to reduce mission cost, decrease development time, minimize customer risk, and increase the scientific value of information products.
