Description

This is a Sources Sought Notice only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought Notice is issued for information and planning purposes only as part of U.S. Department of State (DOS) market research and does not constitute a solicitation or a commitment on the part of the Government to conduct a solicitation in the future.  Respondents are advised that the Government will not pay for information submitted in response to this Sources Sought, nor will it compensate interested parties for any costs incurred in the development/furnishing of a response.  Please note that a decision not to submit a response to this Sources Sought will not preclude a vendor from participating in any future solicitation.  This requirement is covered under NAICS Code 513210, Software Publishers.

In accordance with FAR 13.106-1(b), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold, the Contracting Officer has determined that the circumstances of the action deem only one source reasonably available (brand name).

The purpose of this notice is to obtain information regarding the availability and capability of qualified Small Businesses to provide ExTrac Software-as-a-Service capability that is specifically developed to meet the specialized needs of Federal Law Enforcement, the Intelligence Community, and the Department of Defense.

Description:

5 user licenses for ExTrac for a period of 12 months

ExTrac onboarding and training packages

ExTrac customer service and support package

Instructions:

If you are an authorized manufacturer or supplier of ExTrac, and a Small Business, please respond to this notice with the following information:

  1. Company name.
  2. Company address.
  3. Company business size (Respond: “Small” or “Other Than Small”).
  4. Unique Entity Identifier.
  5. Point-of-contact name, telephone number, and email address
  6. Description of capability to meet this requirement

Interested firms must be registered in sam.gov and considered a small business under the aforementioned NAICS code.

Responses shall be electronic and sent via email to Sara Marron at MarronSM2@state.gov.

The due date and time for submission of responses is 9:00 AM ET, 25 September 2023.
