Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires continuous electronic access via IP authentication over the internet for all USDA users and public on-site users to the Elsevier SciVal tool. Please see Statement of Work (SOW) for more details.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation 1232SA23Q0186 is issued as a request for quotation (RFQ), limited to Elsevier, Inc. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05.

NAICS for this procurement is: 513210. Size Standard: 1,000 Employees

The vendor shall submit quote(s) via email to Jacob.toft@usda.gov with a subject line of “Quote: 1232SA23Q0186”, for receipt no later than 3:00 pm EST, Monday, 25 September 2023. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award.

Responses must include the following items:

The company name, point of contact, address, telephone number, e-mail address, RFQ number, and vendor UEI number. Please provide completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with any offer.

In addition, the quote should address the product specifications called out in the Statement of Work (SOW).
