THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS - THIS NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO THE UNIVERSITY OF OXFORD, OXFORD UNIVERSITY PRESS TO BACK FILE ACCESS FROM THE OXFORD UNIVERSITY PRESS. 

The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed price award to The University of Oxford, Oxford University Press under the statutory authority permitting Other Than Full and Open Competition procedures pursuant to the authority of FAR 13.106-1(b), Soliciting from a Single Source.  WHS/AD intends to issue a contract award to:

To procure access to the Oxford University Press Back Files to the following journals: Chinese Journal of International Law, Foreign Policy Analysis, International Political Sociology, International Relations of the Asia Pacific, International Studies Perspectives, International Studies Quarterly, and Journal of Global Security Studies.  This is a one-time purchase which will allow subscription holders indefinite access to the subject journals. 

However, all responsible sources that feel they are capable of providing journal back file access in support of DSCA are encouraged to submit a capability statement displaying their company's unique capabilities. The Government will not be responsible for any cost incurred in preparation of any submitted materials. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a subsequent competitive procurement is in the best interest of the Government. The Government reserves the right to cancel the sole source award.  The primary North American Industry Classification System (NAICS) code is 513130 “Book Publishers” Size Standard in number of employees: 1,000.
