Description
This is a COMBINED SYNOPSIS/SOLICITATION notice to notify all Socio-Economic Small Business companies that the FBI has a requirement for Lead Cleaning/Janitorial Services support in Quantico, Virginia.
Due to the anticipated interest, the FBI is scheduling an Site Visit for Tuesday, April 4, 2023. Attendance priority will be given to small businesses. If you would like to attend, please complete Attachment K VR-219 Lead Cleaning Site Visit Registration Form.
• Only three (3) representatives from your company will be approved to attend this Site Visit.

The Federal Bureau of Investigation (FBI) requires cleaning of firing ranges and associated areas at the FBI Quantico Complex firing ranges. The attached Scope of Work (SOW) describes the cleaning of firing ranges and associated areas at the FBI Quantico Complex. Specifically, this SOW includes cleaning frequencies, cleaning scopes, cleaning methods, by location and surface type. Workers will have contact with lead-contaminated surfaces and depending on specific cleaning activities, may be exposed to airborne lead concentrations above the lead Permissible Exposure Limit (PEL). Therefore, the contractor must have a written respiratory protection program for respirator use and must have and use a written lead compliance plan meeting requirements of 29 Code of Federal Regulations. This contract requires a company that is currently certified and trained to perform firing range cleaning activities that may result in worker lead exposure above the Permissible Exposure Limit established by the Occupational Safety and Health Administration (OSHA). A Lead Management Plan and Safety Plan that ensure compliance with OSHA must be included in the proposal. The Contractor shall provide all labor, equipment (unless specified in section 3.1) and supplies as specified in required to perform the services described herein. Qualified personnel shall perform lead cleaning and janitorial services as described in the SOW.
Based on the results of our market research, our goal is the award of a Lead Cleaning & Janitorial Services contract to a single qualified small business concern. The North American Industry Classification System (NAICS) code for this effort will be 562910 Remediation Services. The small business size standard will be $22.0 million.
The total period of performance for this contract, to include all options, shall not exceed five (5) calendar years.
Please reference Section L, (Instructions, Conditions and Notices to Offerors) for proper preparation of the offer and to Section M, (Evaluation Factors for Award).
Proposals are due electronically to the FBI by April 28, 2023 by 4:00 pm EST. Hand carried proposals are not permitted at this facility. Early submissions are encouraged.
