Scanwriter Software Licenses & Maintenance

The Internal Revenue Service (IRS) intends to award a sole source purchase order to Personable, Inc, 17600 Newhope Street, Fountain Valley, CA 92708 for the following Personable products: Sixty (60) ScanWriter Software Licenses and ScanWriter Extended Year Maintenance. A purchase order will be issued for a period of 12 months. Due to the uniqueness of this requirement and previously purchased licenses, no other software tool is acceptable. This announcement constitutes the only solicitation. A written solicitation will not be issued, and quotes are not being requested. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.501(a)(ii). This service is being solicited and awarded as a commercial item in accordance with FAR Part 12.

Justification: The IRS Electronic Crimes Environment (ECE) is an offline environment used to process and analyze digital evidence obtained pursuant to search warrant or consent. They already employ the Scanwriter software licenses and need additional licenses. ScanWriter templates are unique, and the product supports most financial institutions. The software creates its own parsers for unique datasets and does not require any external network connectivity which allows it to fully function in our closed environment.
