USCG CGC Midgett and Kimball SLQ-32 Antenna Replacement

This is a combined synopsis. solicitation for a commercial service prepared IAW the format in FAR subpart 12.6, Acquisition of Commerical Service, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additioanl information included in this notice. This annoucement constitiutes the only solicitation; proposals and a written solicitation will not be issued.

The solicitation number is 52800PR240000262 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. This RFQ is for a a crane with operator and rigger for two eight-hour days to remove and replace SLQ-32 Antennas from USCGC MIDGETT and another two eight-hour days to remove and replace SLQ-32 Antennas from USCGC KIMBALL, located at USCG Base Honolulu, 400 Sand Island PKWY, Honolulu HI.

This combined synopsis/solicitation requires regristration with the System for Award Managment (SAM) at the time a quote is submitted, excluding outlined in FAR 4.1102(a). The procurement is a Firm Fixed Price and the is associated North American Industrial Classification System (NAICS) code is 238990, All Other Specialty Trade Contractors. The size standard for this NAICS is $19M. Product Service Code is: W038, Lease or Rental of Equipment- Construction, Mining, Excavating, and Highway Maintenance. Only qualified offerors may submit bids.

The description of the requirment is required on behalf of United States Coast Guard (USCG). The objective is to remove and replace OLD Antennas on the 03-Level of USCGC MIDGETT & USCGC KIMBALL, inboard and outboard sides in relation to the pier, with NEW Antennas that are staged. Crane operator and riggers will have on-scene support from system SMEs and Cutter personnel to coordinate all lifts and equipment movements. Line item 0001: QTY - 1, UNIT - JB, DESCRIPTION - Crane & Rigger Services for CGC MIDGETT, Task One & Two of the Statement of Work, Period of Performance: 8 January 2024 & 9 January 2024. Contractors MUST be U.S. Citizens.

Service Contract Act Wage Determination # 2015-5689 applies.

The purchase order resulting from this solicitation will be issued as a FIRM-FIXED PRICE purchase order.

Evaluation: This Procurement will be awarded on the basis of Best Value. The Government will award a firm-fixed price purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government, price and other factors considered. Factors that are being evaluated are as follows, in accordance of importance:

1. Price
2. Adherence to the specifications in the SOW
3. Availability to meet performance and completion dates listed in the SOW
