1.0 INTRODUCTION
Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE) is authorized to issue this Request for Quotation (RFQ). The Offeror shall quote its most favorable price and technical approach because of the possibility that award will be made without discussion of the quote received.

2.0 SCOPE OVERVIEW
This RFQ is for the migration of BNL's on-premise Cisco UCM environment to Microsoft Teams Phone. Requirements for this solicitation are outlined in the attached Statement of Work, dated August 15, 2022.

3.0 BASIS OF AWARD
Award, if any, will be made to the responsive and responsible Offeror whose evaluated quote provides for a fair and reasonable price after satisfying all requirements of this RFQ. The resultant Firm Fixed Price Award shall be subject to the terms and conditions as outlined in attached DRAFT Award.

Qualifier: Contractors must prove they are a Cisco Certified Partner and a Microsoft Certified Gold Partner in good standing.

4.0 QUOTE SUBMITTAL REQUIREMENTS
General: Offeror that fails to provide all requirements of this RFQ may be deemed non-responsive and may not be considered for award. Any exceptions shall be noted accordingly; however, the Offeror shall not construe noted exceptions, if any, to be accepted by BSA.

Questions: Should Offeror have questions, all questions must be submitted in writing to the Contracts Specialist by the Questions Due Date detailed herein. Questions received late may not be answered. Questions and BSA’s answers will be transmitted to all Offerors via email.

Submission of Quote: Quotes are due by the Quote Due Date detailed herein. Quotations, including their withdrawal or modification, received after the Quote Due Date shall be considered late. Such responses will only be considered if it is in BSA’s best interest to do so. Quotes are to be submitted via email to chornbeck@bnl.gov with subject line that includes “RFQ 419918”.

The Offeror shall complete and return attached Quotation Pricing Sheet. Prices shall be quoted in U.S. Dollars.oTransportation Terms: Transportation terms quoted shall be FOB Destination, Freight Prepaid as detailed on Page 1 of this RFQ.

System For Award Management (SAM): Please provide SAM Unique Entity Identification (UEI) Number within the attached Pricing Sheet, as well as affirm Representations and Certifications and size status are accurate and up to date in SAM.In order to support U.S. Department of Energy’s reporting requirements, BSA requires all its vendors/contractors to be registered in the U.S. Government supplier database entitled SAM with their Dun & Bradstreet number (DUNS#). Registration can be performed online at www.sam.gov. If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization. Please note, there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov into your browser address rather than utilizing your search engine. Subcontracting Plan: Large Businesses submitting a quote must comply with FAR 52.219-8, Utilization of Small Business Concerns and shall submit a Subcontracting Plan with their quote submission.
