Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  This solicitation is issued as a request for quotation (RFQ).  This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2021-07, effective September 20, 2021.  The North American Industry Classification System (NAICS) code is 325910– Printing Ink Manufacturing, and has a small business size standard of 500 employees.  This acquisition is not set-aside for small businesses. 

The Bureau of Engraving and Printing (BEP) is a component of the United States Department of the Treasury that designs, engraves, and prints U.S. currency banknotes and other U.S. security products.  U.S. currency banknote manufacturing occurs at the BEP’s Eastern Currency Facility (ECF) located in Washington, DC and the Western Currency Facility (WCF) located in Fort Worth, TX.  The BEP’s primary customer is the Federal Reserve Board (FRB).

The BEP’s objective is to procure specialized currency and security inks (herein inks) that are manufactured to meet the BEP’s specifications. These inks are used by the BEP in the manufacture of U.S. currency banknotes and other U.S. security products at the aforementioned BEP facilities. The inks to be supplied under this effort include, but are not limited to, the following categories: Letterpress inks. 

The period of performance under the contract will cover five (5) years, consisting of five (5) one (1) year ordering periods. The Government contemplates an award of a Firm Fixed-Priced (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation.  This requirement is subject to the availability of funds.
