Description

NASA/NSSC is issuing this notification of a planned solicitation release under the Small Business Innovation Research (SBIR) Program and Small Business Technology Transfer (STTR) Program. A separate solicitation will be posted for each program.

The Government does not intend to acquire a commercial item using FAR Part 12.

This procurement is a total small business set-aside. The NAICS codes and Size Standard are 541713 or 541715 and 500 employees or less, respectively.

All eligible and interested sources may submit a proposal through the electronic handbook when NASA/NSSC publishes the solicitations on January 10, 2023. Each proposal will be considered by the Agency.

The planned release date of the 2023 SBIR-STTR Solicitations is January 10, 2023 with an anticipated offer due date of on or about March 13, 2023. 

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

Both programs are designed to provide small businesses with opportunities to compete for federal research and development awards and to stimulate the commercialization of the resulting technology.  It is anticipated the NASA 2023 Phase I SBIR and STTR solicitations will identify specific product areas within each subtopic NASA wishes to emphasize. To participate in the NASA SBIR-STTR programs, small businesses shall have Internet access and an e-mail address.  Details can be found on the NASA SBIR-STTR Home Page at http://sbir.nasa.gov/. Distribution will be by the Internet as described below. Paper copies of the solicitation will not be distributed. Instructions for electronic access to the solicitations are as follows: the solicitations and other program information will be accessible on the NASA SBIR-STTR home page which can be viewed at http://sbir.nasa.gov/. Those requesting the solicitations are strongly encouraged to download it from the NASA Home Page once published and as described above.

The NASA SBIR/STTR program will host a webinar on Tuesday, January 17, 2023, from 2:00pm – 4:00pm ET that will focus on dissecting and understanding the 2023 Phase I SBIR and STTR solicitation documents. The webinar will contain live presentations, demonstrations, and an audience question and answer session. This event is free and open to all interested applicants; pre-registration is not required. More information and the link to join will be available on the program’s website, sbir.nasa.gov; a recording of the webinar will also be posted on sbir.nasa.gov as soon as it is available.

It is the interested offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).  Interested offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
