Description
This is a public notice prepared in accordance with FAR Part 5.2 - Synopsise of Proposed Contract Actions.
The purpose of this notice is to perform the following three actions:
1. Synopsize a contractual requirement;
2. Serve as the Library's intent to sole source; and,
3. Post a sole source justification in advance of award.
The Library of Congress, Contracts and Grant Directorate, intends to award a sole-source, firm fixed price, contract to Alere (Abbot) located at 30 S. Keller RD, STE 100, Orlando, FL, 32810-6297. The purpose is to purchase COVID-19 test kits for the Library's COVID-19 testing program. This is anticipated to be a firm fixed price contract with a base period and two option periods. Each period is 12-months in duration and consists only of ordering COVID testing kits. All deliveries shall be made to Washington DC.
The total dollar value is anticipated to be well below the $250,000 simplified acquisition threshold, but above the public notice threshold (between $15,000 and $250,000).
The attached Statement of Work incldes further details.
This announcement constitute the only public notice, quotes for products are not being requested from other parties at this time, and a written solicitation shall not be issued. As a result of this notice, a second notice is not required to report the award (as the total maximum dollar value has been reported, as has the awardee), nor post the J&A after award (as it is already attached to this public notice).
