Description

**Amendment 3**

Amendment 3 serves to answer additonal questions that were received and provide and updated Clauses.

**AMENDMENT 1**

Amendment 1 serves to post the Q&A and an updated Clause package as well as extend the closing of the soliciation to 2/23/24 at 2:00pm EST.

The Bureau of the Fiscal Service, Division of Procurement Services (DPS), on behalf of the Inter-American Foundation (IAF) is issuing a competitive solicitation for Evaluation Services as described with the Performance Work Statement (PWS).

The Government is anticipating awarding a Blanket Purchase Agreement (BPA) resulting from this solicitation.

Offerors are prohibited from communicating directly with IAF personnel about this procurement action.

Offerors are required to submit a written proposal to Government officials for the purposes of acquiring services from the Contractor(s) that is fully cognizant of the scope of this requirement and has the capability to complete all requirements described in the solicitation.

The anticipated period of performance for this BPA will be one (1) twelve-month base period and four (4) twelve-month optional periods resulting in a total award not exceeding 60-months. Optional periods will be subject to availability of funds, and the Government may unilaterally exercise the option periods.

Interested offerors shall submit questions electronically to purchasing@fiscal.treasury.gov, Attn: BG/JS  RFP- IAF-15001-24-0003. Questions shall be submitted no later than 10:00 am, EST, Thursday, February 8, 2024. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. 

Interested offerors shall submit proposals electronically to purchasing@fiscal.treasury.gov, Attn: BG/JS  RFP- IAF-15001-24-0003. Proposals shall be submitted no later than 2:00 pm, EST, Thursday, February 15, 2024.  Proposals shall contain all information as listed in the Instruction to Offerors. Responsive proposals received on or before the deadline will be accepted and evaluated.
