Description
The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse, Mental Health, Sex Offender and Medication Assisted treatment services for male and female inmates residing at the local Residential Re-entry Center (RRC) and on home confinement in the Edinburg, TX area. These services must be provided within a 1/2 mile access to public transportation and within 3 miles of the Hidalgo County Courthouse building located at 100 E. Cano St. Edinburg, TX 78539. This requirement will ensure the contractor is located within walking distance of public transportation, so that inmates are not subject to walking long distances in inclement weather, and inmate accountability is maintained.
Performance periods under this contract are planned for a one-year base period to begin on July 01, 2023 with four (4) one-year option renewal periods with service ending (if all options are renewed) on June 30, 2028. The following services are required to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Texas and may be sub-contracted to another licensed contractor.

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Statement of Work, Community Treatment Services, October 2020. The request for quote will be available on or after April 25, 2023 and will be distributed solely through the General Services Administration’s web site http: //www.sam.gov. Hard copies of the request for quote will not be available. The sam.gov site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about May 10, 2023.
This requirement is set-aside for Total Small Business. The Bureau anticipates awarding a firm-fixed price, IDIQ contract with a Guaranteed minimum and an Estimated maximum. All responsible business concerns may submit a quote which will be considered by this agency. Questions concerning this Pre-Solicitation Notice should be directed to Paul Clark, Contracting Officer, by email to p5clark@bop.gov only after the Solicitation Notice has been posted on sam.gov on or about April 25, 2023.
