Description
This is the synopsis for the supplemental bulk fuel procurement for the Inland/East/Gulf Coast/Offshore (IEG) purchase program. The NAICS code for this procurement is 324110.
The fuel procured from this buy will cover various locations in the Inland/East/Gulf Coast/Offshore region of the United States. The ordering period is the date of award through March 31, 2025. The delivery period is date of award, through March 31, 2025 with a 30-day carryover. The methods of delivery will be tanker, barge, truck, railcar, and/or pipeline, both FOB Origin and Destination, depending on the specific requirement and location. This procurement will utilize full and open competition in accordance with (IAW) FAR 6.1, full and open competition after exclusions of sources IAW FAR 6.2, and other than full and open competition IAW FAR 6.3.
The total estimated quantities are as follows:
Turbine Fuel Aviation, JP5 (NSN 9130-00-273-2379): 120,987,400 USG
The products must conform to the following specifications:
JP5: MIL-DTL-5624W

This solicitation will be available on the World Wide Web https://www.sam.gov in mid May under solicitation # SPE602-24-R-0710. Please be advised that a hard copy of the solicitation will not be available. DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
