Description
This notice, in accordance with Federal Acquisition Regulation (FAR) 5.207, is posted by the National Oceanic and Atmospheric Administration (NOAA), Corporate Services Acquisition Division (CSAD), to announce the issuance of a Request for Proposal (RFP) for the Professional, Scientific, and Technical Services (ProTech) 2.0 Fisheries Domain. The ProTech 2.0 Fisheries Domain is a Multiple Award (MA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) total small business set-aside solicitation.
The ProTech services solution is a suite of MA IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC).The ceiling dollar amount for all orders under all ProTech Domains is $8,000,000,000. Each Domain has its own IDIQ contract with multiple awards. This solicitation will provide professional, scientific, and technical services to the Fisheries Domain.
The services provided under ProTech 2.0 Fisheries will support sites worldwide, which include, but may not be limited to, Alaska, Greater Atlantic, Pacific Islands, Southeast and Caribbean, and West Coast Regions with varied requirements and surge requirements.
The suite of resulting contracts for this Domain is intended to satisfy the need for professional, technical, and scientific services to support the stewardship of the nation's ocean resources and their habitat. NOAA Fisheries provides vital services for the nation, all backed by sound science and an ecosystem-based approach to management: productive and sustainable fisheries, safe sources of seafood, recovery and conservation of protected resources, and healthy ecosystems.
Ordering Period:
The ordering period of ProTech 2.0 Fisheries is a five-year base period and one five-year option period, for a total of 10 years, if the option is exercised. Once the ProTech 2.0 Fisheries IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.
