Description

This is a combined synopsis/solicitation to Mow Forest Service Roadsides within the boundaries of the Daniel Boone National Forest in various counties in Kentucky. This combined synopsis/solicitation is issued as a Request for Proposal (RFP), with one Base Year - 2022 with options for two additional years (2023 to 2024) if exercised.

The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and other incidentals necessary to mow Forest Service roadsides located in various counties in Kentucky. The work areas are located within the four Ranger Districts of the Daniel Boone National Forest. These ranger districts are called, the Cumberland (formerly Morehead and Stanton), London, Redbird and Stearns (formerly Somerset and Stearns) Ranger Districts.

Mowing shall consist of cutting grass, weeds, and woody plant growth (one inch in diameter and less measured at the ground level) to a height of 6-inches or less on all areas in the road prism and in accordance with the mowing zone and the specifications.

Equipment: Residential type lawn mowers and lawn tractors with mower attachments are not acceptable. Please refer to Attachment No. 1 for the equipment requirements for this project.

The solicitation is issued under Solicitation No. 12443922R4001 and is attached to this notice as an attachment. If interested, please refer to FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2021) on Pages 5 and 6 of the solicitation for instructions on submitting offers. 

Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications. 

All offers shall be received by 4:30 p.m. EST on Monday, June 6, 2022 via email to sharon.martin@usda.gov.  Offerors shall return all the requested information with their offers to be determined responsive and to be considered for award.

The Forest Service anticipates award of a firm-fixed price, requirements contract(s) as a result of this combined synopsis/solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Award could be made to more than one offeror.  However, there will only be one award per district.  Please refer to the solicitation for more information.

This acquisition is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code is 115310.

Offerors must have an active entity registration in the System for Award Management (SAM)  or an award cannot be made.  Registration is free and you may register at www.sam.gov.
