The Department of Veterans Affairs (VA), Strategic Acquisition Center Frederick (SAC-F), intends to issue a firm-fixed priced contract to the American Institutes for Research (AIR) to integrate use of the Trauma-Informed Organizational Capacity Scale (TIC Scale) and the Care Coordination, Advocacy, Treatment, and Connections to Housing (CATCH) program to serve Veterans experiencing homelessness. The Homeless Programs Office (HPO) strategic plan includes an emphasis on VA efforts to engage and provide services to vulnerable Veterans who are chronically homeless or at risk of homelessness with serious health and mental health diagnoses. Accordingly, the National Center on Homelessness Among Veterans (NCHAV) intends to replicate two linked promising practice models that are operating in the VA Boston Healthcare for Homeless Veterans (HCHV) Program CATCH and the Boston HCHV Trauma-Informed Care Integration Initiative.
This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source may identify their interest and capability to meet the requirements and submit quotations by the closing date/time of this notice.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
