Description

The U.S. Army Corps of Engineers, Pittsburgh District, is carrying out a project to upgrade the sludge dewatering system at the Paden City Wastewater Treatment Plant by decommissioning the old sludge drying beds, installing a new belt filter press, constructing a building for the new belt filter press, and upgrading the aeration system.


The major features of the Project generally involves the following:
     a. Demolition of the two existing sludge drying beds
     b. Installation of a belt filter press along with a building for it:
          o Skid mounted belt filter press
          o Sludge pump
          o Polymer injection system
          o All necessary piping
          o Masonry building to house all equipment and keep it above the 100-year flood levels

     c. Installation of a new aeration system:
          o Aeration diffuser grid
          o Blowers
          o All necessary piping


The work shall be completed within 450 Calendar Days after written Notice to Proceed. Per FAR 36.204(f), the magnitude of construction is between $1,000,000.00 and $5,000,000.00.


This acquisition will be procured as an Unrestricted Full and Open Competition. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 10 April 2025 online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) for this procurement is 237110 - Water and Sewer Line and Related Structures Construction.


In order to submit a Bid on this project, your company must –
1) Be registered in the System for Award Management (SAM) and maintain an active registration status.
2) Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the PROPOSAL MANAGER Role.

     b) Select Sign-In (top right)
     c) Select Create an Account then follow the instructions
     d) After Account is set-up, Select Sign-In
     e) Under the Entity Management widget, select “Get Started” button
     f) Select Register Entity. As part of the entity registration, a Unique Entity ID will be assigned.
