Description
NASA/GSFC has a requirement to provide services for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The Engineering and Technology Directorate’s Mechanical Systems Division is responsible for providing environmental test capability that ensures spacecraft and flight experiments will withstand the rigors of launch and will operate properly in the space environment. Other technical facilities managed by a variety of GSFC organizational codes provide a full spectrum of technology and flight mission development capabilities.
NASA/GSFC intends to increase the ceiling and extend the contract’s period of performance on a sole source basis to acquire the services from Peraton, Inc. The extension will allow for continued contract performance and continuation of mission critical services under the ETIS III Contract. NASA/GSFC intends to increase the contract ceiling by $13.2M and to extend the current contracts’ effective ordering period by an eight (8) month base with a two (2) month option, totaling a potential contract extension of up to ten (10) months through January 31, 2026 by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC19C0060. The rationale supporting this sole source award to Peraton, Inc. is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Eboni Washington (Eboni.N.Washington@nasa.gov) not later than 4PM EST on November 27, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
