Facility Related Control Systems for NAVFAC Washington, DC Region

Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command (NAVFAC) Washington is performing a market research to determine if other potential sources of supply can provide for a controller that has the same requirements as the Johnson Control Inc. for Facility Related Control Systems (FRCS) programmable building controllers in contract actions requiring interface with the identified Installation networked facilities control and monitoring system to include:

a. Network Control Modules

b. Network Application Engines 

c. All Digital Controlers

1. Capability of controlling Heating, Ventilating, and Air-Conditioning (HVAC) systems.

2. Capability of being operated using Johnson Controls, International (JCI) Metasys for their configuration and programming to create, modify, and download control programming, database, graphics, and controller configuration files and shall be installed by manufacturer authorized/trained/certified companies and individuals.

3. Capability to connect to any existing JCI Metasys systems listed above in Places of Performance.

4. Capability to obtain and maintain Authority to Operate (ATO) certification in accordance with Department of Defense Instruction (DODI) 8500.01 and DODI 8510.01.
