Project Name: Howard A. Hanson Dam (HAHD) Emergency Gate Closure System Rehabilitation

(Formerly named: HAHD Emergency Gate Stoplog and Hoist Replacement)

Description:

This announcement constitutes a Pre-Solicitation notice in accordance with FAR Subpart 5.2.  The U.S. Army Corps of Engineers, Northwestern Division Seattle District intends to issue a Solicitation via a Request for Proposals (RFP) in accordance with FAR 15, which will follow this announcement for a Firm Fixed Price (FFP) contract. The U.S. Army Corps of Engineers (USACE), Seattle District, requires rehabilitation of the existing outlet tower emergency gate and hoist system at Howard A. Hanson Dam.  The purpose of this project is to remove and dispose of the existing outlet tower emergency gate and hoist, retrofit the outlet tower structural members to handle the increased weight of the new hoist, construct and install the new emergency gate and hoist system, clean the 19-foot tunnel trash rack (with a diver), rig the 48-inch bypass trash rack, and remove and place the spare 7 ton stop log.

The magnitude of construction is estimated to be between $1,000,000 and $5,000,000.  

The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction. Size Standard is $39,500,000.

A site visit will be offered within approximately 2-3 weeks after the Solicitation is made available via www.sam.gov.  Refer to the Solicitation for details regarding the site visit.

Be advised that this is a pre-solicitation notice and is not a request for proposal (RFP), nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The anticipated Solicitation submission will be through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/.  Submittals sent through proprietary or third-party File Transfer Protocol (FTP) sites, DoD SAFE or by any other means will not be retrieved or evaluated.

Vendors responding to the Solicitation resulting from this pre-solicitation notice must either self-register for a PIEE account and add the appropriate roles, or for existing PIEE users, access their account and add additional roles. The Offerors must be registered in PIEE to access and submit responses to the Solicitation in PIEE.  Vendors are encouraged to register as soon as practicable to this and future opportunities available from the U.S. Army Corps of Engineers, Northwestern Division, Seattle District.
