Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) commercial services type contract with a five (5) year ordering period, including Firm-Fixed-Price (FFP) daily rates for Fishery Observer Support Services and a Time and Materials (T&M) line item for Travel in support of the NOAA Fisheries, Alaska Fisheries Science Center (AFSC), North Pacific Observer Program (NPOP). The AFSC requires a contractor to provide all personnel, services and facilities (except as otherwise specified) to perform quality environmental, biological, and fisheries operations data collection. Data quality is of the utmost importance.

This solicitation is a 100% small business set-aside with a North American Industry Classification System (NAICS) code of 541690 and a small business size standard of $19.0 Million. It is highly encouraged that any vendor meeting the requirements of the solicitation and desiring to be considered for contract award be registered in the System for Award Management (SAM) at https://sam.gov/. It should be noted that offerors must be registered in SAM prior to submission of an offer. No award can be made unless the vendor is registered in SAM. All offerors must also have a Unique Entity ID through http://sam.gov/conent/entity-registration.

Performance of contract requirements will occur in multiple locations. Locations may include the following: Anchorage, Dutch Harbor, Kodiak, Adak, Akutan, Sand Point, Seward, Sitka, King Cove, Homer, Nome, Ketchikan, the Bering Sea, the Aleutian Islands and Gulf of Alaska (located in the State of Alaska) and Seattle, WA. The anticipated Period of Performance of this IDIQ contract is a from August 17, 2024 – August 16, 2029.

All responsible Small Business concerns meeting the requirements of the solicitation may submit a proposal by the due date and time included in the Solicitation. The Government intends to award a single award IDIQ contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals and the prices submitted.

Questions should be received no later than seven (7) calendar days after the issuance date of this solicitation. Any Government responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
