Description

The Norfolk District, Corps of Engineers is contemplating a firm-fixed-price contract for the 3rd Port Improvements project sponsored by Joint Base Langley-Eustis. The main objective of the project is to remove three existing piers and replace with three new piers that will accommodate five new vessels, MSV (L), to replace deteriorating bulkheads from pier 8 through pier 14, where the new finger piers will be located, remove a mooring pile line located along the northern edge of the current maintenance dredging prism and re-align the line further east, away from encroaching land, and dredge in the area if the new finger piers and mooring pile lines. The utilities for the vessels will be updated as well to accommodate the requirements of the new vessels. The new utility work will include new sanitary sewer (SS) lines from the new pier locations over to the nearest SS manhole, new bilge lines that will run from the new pier locations up to an existing holding tank, and new electrical distribution lines and transformers will be required to provide shore power to the new vessels. Dredging of the creek bottom in the finger piers to a depth of 17 feet will be required. Up to one (1) foot of over depth will be allowed.
