6515--Intent to Sole Source - Omnicell XT Cabinets Muskogee Surgery and Dental clinics and Bartlesville CBOC

The Eastern Oklahoma Veterans Health Care System (EOVAHCS) needs to replace the current Omnicell Medication Storage and Management Cabinet System with XT Anesthesia Workstation in the Surgery Suites at the Jack C. Montgomery VAMC in Muskogee, OK. We also need to purchase a single Omnicell Medication Storage Cabinet for the CBOC in Bartlesville, OK. As well as a single XT MED 1-4 Height Cabinet for Dental Clinic Muskogee. The current equipment ties into a system of cabinets and servers that are being used throughout the entire EOVAHCS at this time. All the devices that are being sought in this requirement will tie into the same system so this requirement will need to be a sole source. Due to the proprietary nature of Omnicell s cabinets, pharmacy equipment and infrastructure, purchasing another manufacturer s cabinets would require all of the infrastructure components to be replaced, which would not communicate with the millions of dollars of currently owned Omnicell Cabinets and equipment. The NAICS code for this procurement (339112) is not subject to a non-manufacturer rule class waiver, and the sole manufacturer of the required equipment is a large business. Therefore, no SDVOSB, VOSB or small business would be able to comply with the NMR.
