Sole Source Justification for OverWATCH System SUV Surveillance Upgrade

Intent to Purchase Surveillance Technology Solutions LLC,

The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is FAR 13.106-1 (b)(1)  to Surveillance Technology Solutions LLC. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. The Mobile Vault System, Video Scope and Upgraded OverWATCH Remote IP Video Mobile Surveillance Command and Control Platform are for the Emergency and Regulatory Compliance Services (ERCS) servicing remote locations in the field.  The current OverWATCH system installed in the Surveillance SUV is out of date and must be updated to the current version.  Surveillance Technology Solutions LLC is the only vendor for the OverWATCH Remote IP Video Mobile Surveillance Command and Control Platforms. The mobile vault system will allow all observational data to be secure within the Surveillance SUV. This company (Surveillance Technology Solutions LLC) are currently the only manufacturer that makes this mobile vault system.  Other manufacture searches found all utilized different platforms and software in the systems they offer.  The platform and the software utilized by Surveillance Technology Solutions is proprietary so there is no ability to do a system and cost comparison.  Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals.  The Government will not award a contract based on the information received, nor reimburse participants for information they provide.  The North American Industry Classification Code (NAICS) is 334220 with a small business size standard of less than $17.0 million dollars.
