Description

This notice announces the intent by the United States Army Medical Research Acquisition Activity (USAMRAA) in support of the DHA Research and Engineering (R&E) Information Technology/Information Management (IT/IM) to negotiate on a sole source basis, IAW FAR 13.106-1(b)(1)(i), with Comcast Cable Communications, LLC, 1701 John F Kennedy Blvd, Philadelphia, PA 19103, as the only responsible source that can provide High-Speed Internet and Cable Services for a twelve month base and for two twelve month option periods. This acquisition is being conducted under FAR Part 13 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated.

DHA Research and Engineering (R&E) Information Technology/Information Management (IT/IM) intends to procure a firm-fixed-price requirement for a non-personal services contract to provide High Speed Internet and Cable Services. Comcast Cable Communications, LLC, will provide the Maximum High Speed Internet and Cable Services, including:

    • Commercial 1GB Internet
    • Business Class High Definition (HD) 19 Boxes and TV
    • Highest DOCSIS Internet Access Speed to Maximum
    • High Bandwidth Internet Service for Heavy Usage
    • Basic Service in various location within the building as specified
    • Digital Preferred Package
    • Data modem rental
    • 13 Static IP package
    • Service Calls
    • DELUX 1GB / 35 Mbps

Market research was conducted, and two (2) potential sources were identified: Comcast Cable Communications, LLC and Verizon Communications, INC. While conducting further investigation into the high-speed internet availability, the government contacted Verizon Communications, INC. to discuss their available services. Verizon representative advised that currently FIOS high speed internet services are not available at the location which the government is looking to support, making Comcast Cable Communications, LLC a Sole Source provider of High Speed Internet and Cable Services at this specific DHA Research and Engineering (R&E) Information Technology/Information Management (IT/IM) location.

The intended procurement will be classified under North American Industry Classification System (NAICS) 517111 – Wired Telecommunications Carriers with a Small Business Size Standard of 1500 Employees.

This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government.

Submissions that request documentation, request additional information or that solely ask questions will be determined to not be an affirmative response. Responses determined to be not an affirmative response are not valid and no further action will be taken with the response.

A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a).

Based on the above information, the only technically acceptable High Speed Internet and Cable Services are provided by Comcast Cable Communications, LLC, 1701 John F Kennedy Blvd, Philadelphia, PA 19103.
