Description
30 SEPTEMBER 2024: This is Amendment 3 to the subject RFP. Summary of changes are included in the attached Standard Form (SF) 30. This amendment updates some clauses in the Model Contract. Additionally, this amendment makes administrative updates to other attachments. This amendment does not extend the proposal due date. This is NOT a Request for Proposals (RFP). Offerors currently in the competition will be notified within the source selection process.
20 JUNE 2024: This is Amendment 2 to the subject RFP. Summary of changes are included in the attached Standard Form (SF) 30. This amendment updates some clauses in the Model Contract. Some of the changes are a result of the fact that SSC has transitioned to a new contract writing system, CON-IT. As a result, the Model Contract is now formatted differently. Additionally, this amendment makes administrative updates to other attachments. This amendment does not extend the proposal due date. This is NOT a Request for Proposals (RFP). Offerors currently in the competition will be notified within the source selection process.
7 NOVEMBER 2023: This is Amendment 1 to the subject RFP. Summary of changes are included in the attached SF30. This amendment does not extend the proposal due date. Proposals are due no later than 3:00 PM Pacific Time on 15 December 2023.
4 OCTOBER 2023: This is a REQUEST FOR PROPOSAL (RFP).
A. Overview
The United States Space Force (USSF) Space Systems Command’s (SSC) operational imperative is to deliver national security space capability to the warfighter to deter/defeat current, emerging, and future threats. The NSSL Phase 3 approach is to provide assured access to space for the integrated space architecture at affordable prices. The Phase 3 Acquisition Strategy consists of a dual-lane approach with two separate contract types to fulfill program and national security requirements.
This RFP is for the Phase 3 Lane 2 procurement only.
B. NSSL Phase 3 Lane 2
- The Government intends to competitively award three (3) Indefinite-Delivery Requirements (IDR) contracts. If the Government determines there are fewer than 3 awardable offerors, the Government may award fewer than 3 contracts. These contracts will have a 5-year ordering period and will include launch services, mission unique services, launch services support, fleet surveillance, early integration studies, and special studies.
- The Lane 2 RFP is attached to this notice. Sensitive RFP documents will be posted to the NSSL Phase 3 Bidders Library. Potential offerors may request access to the Bidders Library by emailing the points of contact (POCs) listed in this notice.
- Proposals are due by 1500 Pacific Time on 15 December 2023.
