The purpose of this amendment is to:

1. Replace current Statement of Work (19 Oct 2022) with updated Statement of Objectives (18 May 2023)

2. Add Attachment 3: VTC Room Pictures

3. Update Questions due dates to 31 May 2023, 3:00PM MDT. Answers will be published by 2 June 2023, 3:00PM MDT.

4. Extend Solicitation close date to 5 June 2023 at 12:00 PM MDT

5. Update Evaluation Criteria found in Clause 52.252-2 Addendum.

6. Updated Clause 52.212-1 addendum quote submission requirements.

7. No other changes to this solicitation

Ellsworth AFB is looking to purchase a video teleconferencing (VTC) system. The quote will include cost of equipment, on-site installation, and training aides.

Evaluation steps: Price Factor and Technical:
Step 1: Evaluate all quotations for responsiveness.

Step 2: Rank all responsive quotations based upon offeror's technical acceptability to meet the minimum requirements required in the Statement of Objectives (SOO), as documented in the Statement of Work (SOW)submitted with the quotation. As stated in the addendum to 52.212-1, the desired outcome of the special features of the VTC that are required for effective performance, include 1. Initial training by the vendor on how to the operate the system. 2. Hardware for commercial collaboration service- DCS, Teams, Zoom, etc. 3. Two (2) moveable touch screen system control. 4. One (1) 98" LED Commercial Tv/Monitor/ 4k Resolution / Integrated Tuner (Wireless must be disabled/removed upon install). 5. Two (2) 86" Commercial Series TV / UHD 3840x2160 / with ATSC-QAM Tuner (Wireless must be disabled/removed upon install). 6. Keyboard, Video (monitor), Mouse (KVM) Switch to from classified and unclassified. 

Step 3: Evaluate best value to determine the awardee, with technical evaluation considered significantly more important than price. A technically acceptable rating is met when the offeror's SOW includes a realistic technical solution that meets the objectives of the SOO. A higher value technical solution at a price that represents the best value to the government will be the successful awardee do so in the best value determination.
