This solicitation notice serves as notification to industry of the Request for Proposal (RFP) for Defense Information System Agency (DISA) Processor Capacity Services System P (PCSSP) procurement, hereafter referred to as PCSSP. This is a recompete of the current PCSSP contract, HC102818D0044.
The scope of the PCSSP acquisition is to provide hardware and software, as well as equipment including cabinets/racks/cabling/cable management/Power Distribution Units (PDU), hardware maintenance and operating system software on an as needed basis. For PCSSP, the service provider should be able to deliver a reliable, responsive, secure, and cost-effective processor infrastructure services and equipment purchases for both DISA and other DISA approved locations. The optimal solution should result in a dynamically scalable processor capability utilizing an on-demand service approach for new equipment that can readily adjust to both increase and decrease in processor requirements and one that is priced on a utility (“as used”) basis for processor hardware.
DITCO intends to negotiate a firm fixed price, single indefinite delivery indefinite quantity (ID/IQ) type contract. The period of performance will consist of a 5-year base period followed by five 1- year options. DITCO anticipates making award selection of this competitive acquisition utilizing the FAR Part 12 and FAR Part 15 source selection tradeoff process. This will be a full and open competitive procurement.
There are eight (8) attachments to the RFP: Exhibit B-1 PCSSP Price Model; J-1 Quality Assurance Surveillance Plan (QASP); J-2 DD Form 254; Section L – Instructions, Conditions, and Notices to Offerors; L-1 Question & Answer Template; L-2 Small Business Participation Plan; and L-3 Subcontracting Plan Checklist; Section M – Evaluation Factors for Award.
Questions will only be entertained if received in email and only when submitted on Attachment L-1 Solicitation Questions and Answer Template in Section L.
