Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This Sources Sought Notice is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized in a location to be determined. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. This effort is to seek qualified sources capable of fulfilling the requirements to provide services in support of the TNARNG's 278th ACR XCTC Annual Training Base Life Support Requirements.
The TNARNG has a requirement for life support services at locations within Ft. Cavazos, TX. The draft Performance Work Statement is attached.
The Government intends to utilize an Indefinite Delivery Indefinite Quantity contract type in the event an award is issued. Personnel and item quantities annotated in the draft PWS represent known minimums only. Maximum quantities are not known at this time. The Government requests interested parties to provide estimates, capabilities, etc. based on the known minimums reflected in the draft PWS.
The currently contemplated NAICS code is 561210 Facilities Support Services with a small business size standard of $38.5m. If you are capable of fulfilling this requirement, please indicate your interest by sending a capability statement via e-mail (only) by 19 October 2023 to justin.t.mcqueen.mil@army.mil. Include the following information in your Capability Statement email (elements should not exceed 12 pages):
1. Prospective Offeror's Identification:

g. A website address that provides additional information about the prospective business
h. Identify your company type: i.e. a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business, Native American and/or HUB zone business that is supported by a current registration status of active in the System for Award Management. Include your company's North American Industry Classification System (NAICS) code. Provide your company's Unique Identification Number (UEI).
2. Your capability statement should demonstrate a firm understanding of the requirements, addressing the following, at a minimum:
a. Provide a brief history of your business, to include organization structure, experience in providing base life support services to the commercial market and how you have the resources necessary to fulfill the PWS requirements.
b. Describe subcontracting services previously utilized. If you are a small business, explain how you would conduct 51% of the work if this requirement was set aside for small businesses.
c. Describe how your current commercial/federal contracts are structured.
3. Please identify potential issues, questions, or problems with the PWS that may make it difficult to perform or greatly increase the cost of the performance.
4. Please provide a rough order of magnitude/rough pricing estimate pertaining to the estimated total cost to execute all requirements annotated in the attached draft PWS. *THIS IS NOT A REQUEST FOR QUOTE! PROVIDE ROUGH ESTIMATES ONLY!*
