Description

The U.S. Army Corps of Engineers, Engineer Research and Development Center intends to issue a request for proposal (RFP) to provide a non-personal services contract to provide subject matter expertise to the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP).  The government shall not exercise any supervision or control over the contract service providers performing the services under this procurement.  

This solicitation will be an Historically Underutilized Business Zone (HUBZone) competitive set aside procurement. Any resulting contract will be firm-fixed priced.  Access to the solicitation documents will be provided through the System for Award Management website https://sam.gov.  Any future amendments to the solicitation will be posted to the System for Award Management website.

This project is contingent on availability of funds.  If the project is cancelled, all bid/proposal preparation costs will be borne by the offeror.  All offerors are advised that they must be registered in the System for Award Management (https://www.sam.gov/) in order to be eligible for award of a contract.  Joint ventures must be registered in the System for Award Management.  Offers are advised to begin this process when they prepare their bid/proposal to ensure registration is in place should they be selected for award. 

DESCRIPTION OF WORK:  The vendor will provide the necessary expertise to analyze and assess HPCMP capabilities and to provide the HPCMP with analysis and techniques to establish robust, integrated strategic, operational, and tactical planning processes for the HPCMP in the areas of organizational effectiveness and Research, Development, Test and Evaluation (RDT&E).
