The Federal Democratic Republic of Nepal, acting through the Ministry of Finance (the “Government”) and the United States of America, acting through the Millennium Challenge Corporation (“MCC”), entered into a Millennium Challenge Compact on 14 September 2017, providing for a grant of up to FIVE HUNDRED MILLION United States Dollars (USD 500,000,000) to advance economic growth and reduce poverty in Nepal (the “Compact”), to which the Government will contribute up to USD 197,000,000 for a program to reduce poverty through economic growth in Nepal, and intends to apply part of the proceeds toward payments under the contract to be awarded for the “Procurement of Plant Design, Supply, Delivery, Installation, Testing and Commissioning of 400kV Double Circuit (D/C) Transmission Line (TL) for Lot 1: Lapsiphedi S/S to Ratmate S/S (Base), Lot 1: Ratmate S/S to New Hetauda S/S (Option); Lot 2: Ratmate S/S to New Damauli S/S; Lot 3: New Damauli S/S to New Butwal S/S”.
MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity Millennium Challenge Account Nepal (MCA-Nepal), money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Contractors by the U.S. Treasury.
MCA-Nepal now invites offers from eligible offerors for “Procurement of Plant Design, Supply, Delivery, Installation, Testing and Commissioning of 400kV Double Circuit (D/C) Transmission Line (TL) for Lot 1: (A) Base: Lapsiphedi S/S to Ratmate S/S, (B) Option: Ratmate S/S to New Hetauda S/S, Lot 2: Ratmate S/S to New Damauli S/S and Lot 3: New Damauli S/S to New Butwal S/S”. The Works Consists of: Procurement of Plant Design, Supply, Delivery, Installation, Testing and Commissioning of Lot 1: Lapsiphedi to Ratmate 400kV Double Circuit Quad Moose Transmission Line (approximately 58km), Lot 1 (Option): Ratmate to New Hetauda 400kV Double Circuit Quad Moose Transmission Line (approximately 59km); Lot 2: Ratmate to New Damauli 400kV Double Circuit Quad Moose Transmission Line (approximately 90km); Lot 3: New Damauli to New Butwal 400kV Double Circuit Quad Moose Transmission Line (approximately 86km) and Quad Circuit Quad Moose Transmission Line (approximately 4km)”.
The procurement process will be conducted through the Competitive Bidding (CB) method as specified in the Accountable Entity Procurement Policy and Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.

Offers must be uploaded to the File Request Link (FRL) provided below on or before 14:00 hours local time of Nepal (GMT+5:45) on 30 January 2025. Only Electronic bidding will be permitted. Late offers will be rejected. Offers will be publicly opened in the presence of the offerors’ designated representatives and anyone who chooses to attend at the address below at 14:30 hours local time of Nepal (GMT+5:45) on 30 January 2025. All offers shall be accompanied by a Bid Security in the amount of USD 990,000 for Lot 1 (including Lot 1 Option), USD 800,000 for Lot 2 and USD 850,000 for Lot 3 and it shall be valid until 26 August 2025.
