Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH), Office of Purchase and Contracting intends to award a fixed price follow-on purchase order to Talentmedia Inc. located in Bowie, Maryland on a sole source basis for continued writing protocol summaries and lay titles for Internet posting on clinicaltrials.gov.

The Food and Drug Administration Modernization Act of 1997 states that information about all National Institutes of Health (NIH) lay language. To comply with this legislation, the NIH Clinical Center requires a contractor with extensive experience and demonstrated skill with: (1) editing complex protocol documents into plain language that can be easily understood by the general public; (2) using plain language standards to write summaries of complex protocol documents that are easily understood by the general public; and (3) editing scientific manuscripts from NIH scientists and investigators for medical and scientific journals or for lay publications.
Talentmedia Inc. has uniquely qualified experience writing and editing about complex medical topics as NIH research protocols study all aspects of diseases. The contractor understands the needs of NIH researchers, with all summaries created by the incumbent being shared with the studies’ Principal Investigators (PIs) for comments/revisions, and the vast the majority are returned without needing any edits. If the services are delayed or not continued, it could n impact recruitment to protocols in the intramural research program from two aspects: 1) participants being unable to identify/find potential trials to participate in and 2) the NIH researcher’s ability to recruit participants for NIH research protocols. With reduced research participants, this could impact research goals and the more than 1,500 research protocols enrolling patients and volunteers at NIH.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
