- Description: One, clean, approved U.S. or foreign flag, Float-On/Float-Off (FLO/FLO) vessel capable of carrying two U.S. Navy Cyclone Class Patrol Craft and related cargo as described fully in the RFP. Due to the construction of the patrol craft, Lift-On/Lift-Off (LO/LO) options will not be considered for the patrol craft. LO/LO is required for non-patrol craft cargo (two RHIB and three ISO containers).
- Place of Contract Performance: The loading port/place is Mina Salman, Bahrain; and the discharging port/place is Subic Bay, Philippines. Owners/Offerors are to provide a 15-day layday window between 28 March – 30 May 2023, assuming this cargo is last-on, first off. Laydays to be refined by awardee to a five-day window between 28 March – 30 May 2023, 30 days prior to arrival, and the period of performance will be one voyage.
- Set-aside Status: N/A. The decision to release this solicitation as “Unrestricted” is based on responses received from a recent sources sought notice for this service. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. The Small Business Administration Procurement Center Representative has concurred with this decision.
