Notice Type: Special Notice – TraCSS System Integration Industry Day

Description:

The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Corporate Services Acquisition Division (CSAD), located in Silver Spring, MD, is conducting market research for the purpose of assessing the marketplace and to learn of any changes in market conditions which have the potential to advance the objectives for the NOAA, Office of Space Commerce (OSC). The government will host a virtual (only) industry day to provide interested industry partners an update of the Traffic Coordination System for Space (TraCSS) and obtain your feedback on the subsequent contract that will evolve the next phase of the system integration efforts.

Background:

The NOAA, Office of Space Commerce (OSC), is the principal unit for space commerce activities within the Department of Commerce (DOC). Its mission is to foster the conditions for the economic growth and technological advancement of the U.S. commercial space industry. OSC will be seeking commercial System Integrator and Cloud Management Services for the Traffic Coordination System for Space (TraCSS). TraCSS is being developed to fulfill the 2018 US National Space Council released Space Policy Directive-3 (SPD-3) directing OSC to provide free of direct user fees space safety services for the commercial and civil communities.

TraCSS is the Department of Commerce's enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. TraCSS will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the U.S. commercial space industry. The system will store data from the Department of Defense, Department of State, NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O). The TraCSS system will operate 24 hours per day, 7 days a week.

Purpose:

The purpose of this event is to:

  • Update industry on the TraCSS program
  • Share information with industry of TraCSS System Integration requirement
  • Discuss OSC's different scenarios for the acquisition approach
  • Obtain industry feedback on proposed acquisition approaches (i.e. contract type, contract vehicle).
  • Obtain industry feedback on capabilities and standard processes

Note:  Companies can request a 20-minute meeting with OSC after the termination of the formal agenda to provide feedback or ask specific questions.  If so requested, a slot will be assigned.

Written submissions consisting of additional feedback or suggestions for acquisition approaches will also be accepted through 5pm Eastern on October 14, 2024 at: tracss.commerce@noaa.gov. Written submissions will not be shared publicly. Any questions and subsequent answers to those questions will be shared publicly.

Interested vendors are required to register no later than September 25, 2024. This event will not be recorded.
