New IDIQ for R&D Professional Services

This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID.  NO SOLICITATION IS CURRENTLY AVAILABLE.

The U.S. Army Corps of Engineers, Engineer Research and Development Center is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONTRACTORS. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project.

Project Description: 

Coastal and Hydraulics Laboratory Professional Support Services, Contractor performance may be required worldwide.

This upcoming solicitation will be a single-phase Request for Proposal using trade-off source selection procedures under the Best-value continuum for a 5-year Indefinite Delivery-Indefinite Quantity (IDIQ) base contract awarded to one or more successful offerors.

A Top-Secret Facility Clearance will be required and all employees working the resulting Task Orders must have the required security clearance up to Top Secret.

This contract will consist of a five-year ordering period. The contract will include tasks for research and development (R&D) projects. The following task descriptions are broad and are intended to provide a general understanding of the nature of the R&D mission at ERDC. Each task order will provide more detailed descriptions of performance expectations and deliverables. 

Task order requirements will include: Physical Model Development, Scaled Modeling, Computer Aided Design of Models, Hydrodynamic/Hydrologic Models, Planning Based Models, Web Based Numerical Modeling, In Situ Data Collection and Field Support, USACE specified training involving numerical models and data collection, Ship Simulation, Predictive Systems and Machine Learning, Program Management Support and Technology Transfer, Data Fusion, and Wildfire Relevant Technologies and Support.

Contract Duration: 5 Years

Submission Details:

All interested, capable, qualified (under NAICS code 541715) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in R&D projects of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required.

Please include the following information in your response/narrative: 

•    Company name, address, and point of contact, with (h)er/is phone number and email address
•    Business size to include any official teaming arrangements as a partnership or joint venture
•    Details of similar projects and state whether you were the Prime or Subcontractor
•    Start and end dates of the work
•    Project references (including owner with phone number and email address)
•    Project cost, term and complexity of job

Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence.

PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS.
