Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.106 in conjunction with FAR subpart 13.501 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued.

The U.S. Agency for Global Media (USAGM) intends to issue Purchase Order order to conduct research that estimates an audience reach figure for VOA and RFA offerings using non-probability samples, digital analytics data, and/or available third-party sources. USAGM, like all federal agencies, is required to show evidence of performance and effectiveness.  Common measures such as audience reach, and reliability of programming have long served the USAGM in assessing the impact of our media on populations. Research is also used to drive strategic and program planning within the agency. Information about media markets, trends in technology adoption, and audience demographics and preferences are used for these efforts. Since 2001, the USAGM’s research program contracts have supplied the agency with the business intelligence required for both performance measurement and planning through intensive study of broadcaster markets and audiences.  

The Period of Performance shall be   08/20/2023 – 02/19/2024
