Description

Amendment 0002 extends the closing date to Monday, 5 June 2023 at 12PM (CDT) and revises Section C, Description of Requirement (DOR).

Amendment 0001 extends the closing date to Friday, 26 May 2023 at 12PM (CDT) and corrects Section B of the RFQ  by removing the horsepower requirement for the cold chambers while also correcting CLIN 0001 line description from 80 cubic feet to at least 64 cubic feet. No changes were made to the Description of Requirement (Section C).

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E523Q0012 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 334513– Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, which has a size standard of 750 employees.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) Engineering Resource Branch’s Energy Research, Development, Test and Evaluation (RDTE) Team in Hanover, New Hampshire requires the procurement and installation of three (3) reach-in temperature/humidity chambers, also commonly called cold boxes, (80 cu. ft/30 horsepower; 32 cu ft/20 horsepower, and 8 cu ft/20 horsepower) to assess the operational capacity of cold capable battery modules/systems down to extreme cold as defined by MIL-STD-810H military environmental standards and test methods.

Requirement:  The Contractor shall supply and install the following equipment:

Large Chamber

  • At lease 64 cubic feet 

Medium Chamber

  • 32 cubic feet 

Small Chamber

  • 8 cubic feet 

Installation & Training

  • Installation and Training shall be provided at the CRREL facilities
  • Items shall be tested for accuracy and functionality at the CRREL facilities

Please reference the attached RFQ for instructions and applicable provisions and clauses.  The following factors shall be used to evaluate offers; ability meet the required technical specifications for the environmental chambers, price, and proposed delivery schedule. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.
