Description

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Norfolk Office, intends to negotiate on a sole source basis with Intelligent Systems Automation, located at 4764 Rivers Ave, Charleston, SC 29405, using procedures in FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services for an Indefinite-Delivery Indefinite-Quantity (IDIQ) firm-fixed price contract.  Intelligent Systems Automation is the Original Equipment Manufacturer (OEM) for parts and technical services for their highly specialized Machinery Control systems onboard the NOAA Ships Henry Bigelow, Oscar Dyson, Ronald Brown, and Nancy Foster. The statutory authority for other than full and open competition is FAR 6.302-1, Only one responsible source.

The NOAA ships Henry Bigelow, Oscar Dyson, Ronald Brown, and Nancy Foster have highly specialized Machinery Control systems. These Machinery Control systems monitor and control all machinery on the vessels, including diesel generators, propulsion systems, pumps, alarms and tanks. If Machinery Control systems fail the vessel is rendered unable to move on its own power. In order to maintain and maximize the useful life of these systems NOAA is looking for the OEM to inspect and maintain the vessels' Machinery Control systems. This is to include proper function of all components. NOAA intends to award an IDIQ contract with a base ordering year and four subsequent one year ordering periods.

The North American Industry Classification Code (NAICS) for this acquisition is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a business size standard of $8 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on Wednesday, February 1, 2023. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
