Description

Fort Campbell has a short-suspense requirement for the rental of Material Handling Equipment (MHE) and an operator. 

Place of performance: The primary place of performance will be Camp Natural Bridge at West Point, NY, but there is a possibility some containers may need to be downloaded at the LRC location as well.

Requested Rental Periods (REVISED): 

May 13-14, 2022 (2-day rental) - MHE (Crane or equivalent) with Operator/Rigger; must be able to off-load and up-load 20-foot equivalent unit (TEU) containers from a commercial line-haul. The commercial line-haul will be a combination of low-boys, flatbeds and step-decks. A 20-foot container handler (rated capacity of no less than 25,000 lbs) (or equivalent) would be sufficient to move all of the TEUs.

May 13-20, 2022 (8- day rental) - 10k Forklift with Operator; must be able to move TRICONs. 
 

General Information:

- Must be delivered on site with full fuel tank and an operator.

- Terrain in/around on- and off-loading area is relatively flat with a gravel surface.

QUESTIONS AND ANSWERS

QUESTION 1:  I understand our proposal is to be lump sum cost for the duration requested. Can you confirm this work is to be consecutive days through all weekends?

ANSWER 1: Yes, these time periods are meant to be consecutive periods of work. 

QUESTION 2: Can you confirm each working day is to be standard 8-hours 7AM-3:30PM with 30 minute lunch?

ANSWER 2: Work days are scheduled from 8am - 4pm.

QUESTION 3: To handle containers with a crane there needs to be personnel on the ground to connect rigging, guide the load and set to the desired location. Will there be supervision for the placement?

ANSWER 3: Task Force will provide personnel able to guide the load but do not have any Soldiers qualified to rig a container.

QUESTION 4: Will there be labor from others, or the Army, to connect the required rigging equipment, disconnect, etc? Minimum requirement 2 persons - qualified rigger and assistant.

ANSWER 4: There is no additional labor available to conduct rigging and disconnect containers from the material handling crane/equipment.

QUESTION 5: Do you need both pieces of equipment each day for the full duration of rental of the dates above?

ANSWER 5: Please see revised rental dates above.

QUESTION 6: The crane operator and forklift operator will be proposed as separate individuals. Is this acceptable?

ANSWER 6: This is acceptable.

QUESTION 7: Are there any height restrictions?

ANSWER 7: No. There are telephone wires in the area but anything that would exceed that height would be excessive.

QUESTION 8: Do you have any preferences when it comes to type of forklift?

ANSWER 8: Diesel is preferred, but not requiered.

QUESTION 9: What are the dimensions of what you need to lift?

ANSWER 9: TRICON containers are standard 8'x6.5'x8'. TEUs are roughly (they vary by model) 20'x6.5'x8'.

QUESTION 10: How much weight is being lifted?

ANSWER 10: TRICON containers will be no more than 10,000 lbs, TEUs will be no more than 22,500 lbs.

QUESTION 11: What is being lifted?

ANSWER 11: We have 63 TRICON containers and 6 TEUs to be moved.

QUESTION 12: Where is it being lifted to?

ANSWER 12: All containers will be lifted off of line-haul and placed onto the ground temporarily. Once all equipment is removed from line-haul, our primer movers will move our TEUs and 10K forklifts will be used to move TRICONs to where they will be for the duration of the summer.

QUESTION 13: How high up is the item being lifted?

ANSWER 13: Only enough to be removed from the trailer and placed onto the ground.

QUESTION 14: How long will the crane be needed for?

ANSWER 14: Please see revised rental dates above.

QUESTION 15: Is it indoors or outdoors?

ANSWER 15: Outdoors

QUESTION 16: How close to the pick point can we get to?

ANSWER 16: Within 5 feet.
