Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13, using Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The RFQ number is N4215823QE069. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Norfolk Naval Shipyard Contracting Office, Portsmouth, VA intends to negotiate a Firm Fixed-Price contract to procure Borescopes. The North American Industry Classification System (NAICS) Code is 333310 and the Small Business Standard is 1,000 employees. The Product Service Code is 6650. The proposed contract action is for commercial supplies for which the government intends to solicit as Unrestricted. The required item(s) is sole sourced to SPI Borescopes LLC. (OEM) and its authorized distributors. No other manufacturer will be considered. Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government. Quote must clearly indicate the capability of the vendor to meet all specifications and requirements. Quote shall be valid for sixty (60) days (at minimum). Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost.
QUOTATION SHALL CONSIST OF THE FOLLOWING:
- Technical Capability Statement – Attachment 2 (complete, initial and date). Vendor shall certify that item quoted meets the capabilities, features and specifications listed (provide descriptive literature of item offered).
- Price Submission – Solicitation N4215823QE069 (complete, sign and date Block 17a, 30a-30c). Vendor shall annotate unit price and total amount for each CLIN in Section B.
- Delivery Lead Time – Solicitation N4215823QE069. Vendor shall annotate delivery lead time within the solicitation document.

Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office no longer issues hard copy solicitations. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.
