Amendment 0001 

The purpose of this amendment is to incorporate the following corrections/clarifications:

    BMC3 Application Factory Model OTA (page 4 of 24), "Performer: Awardee".

    BMC3 Application Factory Model OTA (page 4 of 24), Property definition revised. 

    BMC3 Application Factory Model OTA (Page 11 of 24), C3 and C4 deleted. 

All other requirements of SDA-PS-23-01 remain unchanged and in effect.

The Space Development Agency (SDA) is issuing this Other Transaction Authority (OT) solicitation for a prototyping effort to establish the Battle Management Command, Control, and Communications (BMC3) software development and hosting environment for the Proliferated Warfighter Space Architecture (PWSA).  This acquisition establishes software development capabilities to securely and rapidly field mission applications developed by BMC3 ecosystem participants in support of Joint All Domain Command and Control (JADC2) objectives. This solicitation is for development and implementation of the BMC3 Application Factory; development and sustainment of the Secure Interoperable-middleware layer (SIL); integration, testing, and operational support for BMC3 applications; and serving as BMC3 Ecosystem lead.

The SDA BMC3 Application Factory Program Solicitation is attached. For the BMC3 Bidder’s Library, please send an email to osd.pentagon.ousd-r-e.mbx.sda-ps-23-01@mail.mil no later than 21 February 2023 at 12:00 pm EST with the subject line “SDA BMC3 Solicitation Attachment Request.”  Please include your organization’s CAGE code and location in your request.  Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis.  SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt.

If a US company does not have, at minimum, a Secret Level Facility, there must be an Active DUNS number for the company, along with a signed NDA on record at SDA, prior to the company receiving CUI materials.  A foreign company must team with a US Prime Contractor company in order to receive any CUI materials directly from the US Prime Contractor company.

Proposals received after 1200 PM (Noon) Eastern 16 March 2023 will be considered late and not evaluated.
