Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a modification to Raytheon Missiles and Defense, Marlborough, Massachusetts, under existing contract N00024-19-C-5112 for the production of Fire Control System (FCS) MK 99 equipment sets in support of the Government of Japan Shipbuilding Program.
Pursuant to 10 U.S.C. 2304(c)(1), Raytheon is the only responsible source capable of satisfying the Navy’s FCS MK 99 within the required schedule. Raytheon is the current and only qualified source as the manufacturer, assembler, and test agent for FCS MK 99 capable of performing within the required schedule. Raytheon is the only existing source that has the specific production engineering background, extensive integration and test facilities, prior FCS MK 99 and AN/SPY-1 transmitter group experience, and in-depth technical expertise to produce the equipment and services contained within the scope of the production contract and within the required schedule.
This notice is not a request for proposals. However, interested parties may submit a capability statement demonstrating their ability to fulfill the requirement. All expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. The Government will not reimburse any costs incurred to submit a response to this synopsis; any costs associated with responding to this synopsis are solely at the expense of the source submitting the information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice, is solely within the discretion of the Government.
