Repair and Overhaul of 4 Mixed Oxidant Electrolytic Disinfectant Generators

Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract, to provide support services for Howell Laboratories Mixed Oxidant Electrolytic Disinfectant Generator Units (4) (MIOX) to Howell Laboratories, Inc.  This requirement is for commercial items as defined in FAR 2.101 and will be prepared in accordance with the information in FAR Subpart 13.5, as supplemented with the additional information included in this notice.

The requirement will be awarded on a sole source basis.  Howell Laboratories, Inc. is the Original Equipment Manufacturer and thereby possesses the technical expertise and knowledge needed to provide services to the MIOX units. Howell Laboratories, Inc. owns the proprietary rights to the MIOX Units.

The NAICS code applicable to this procurement is 811310, Equipment Related Services - Maintenance, Repair and Rebuilding of Equipment: Water Purification and Sewage Treatment Equipment with a size standard of 11 million dollars.  The Product Service Code is J046.

The period of performance for this acquisition is anticipated to begin 15 February 2023 to 3 November 2023.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than February 14th, 2023 at 10:00AM EST via email to Samantha Frederick, Contract Specialist at samantha.t.frederick.civ@us.navy.mil.

All responsible sources may submit a response which shall be considered by the Government.  By submitting a response, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.  Failure to do so may represent grounds for refusing to accept the response.  By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make an offeror ineligible for award.  Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://Sam.gov.
