Internet Tool with Crook-Catching Research Capabilities

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for LEADSONLINE LLC.  LEADSONLINE LLC is the only company that provides the ability to perform ad hoc queries with crook-catching capability of pawn/secondhand stores, unlimited searches of property inventory systems, nationwide suspect summary reports, arrest records, and has analysis capabilities.  Accordingly, the TSA intends to award a contract to LEADSONLINE LLC, 6900 Dallas Parkway, Suite 825, Plano, Texas. This internet tool provided by LEADSONLINE allows TSA to access the largest Crook-Catching Capability databases, a tool that brings the highest level of advanced investigation data analysis functionality, rapid access to detailed reports, historical data, and support for allocating agency personnel conducting case investigation with the most up to date information available for the Pawn, Secondhand stores, eBay, Craigslist, and interagency suspect information systems.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
