Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This opportunity is set-aside 100% for small business.  This solicitation is being issued as a Request for Proposal (RFP).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 (effective 26 May 2022).  The NAICS code is 336211 and the small business size standard is 1,000 employees.  The Government intends to issue a Firm Fixed Price (FFP) contract with an estimated effective date of 30 September 2022.  The full text of the solicitation document and incorporated provisions and clauses are attached to this Contract Opportunity.

Offeror questions regarding the RFP are allowed until 10:00 a.m. (CST) on September 9, 2022.  All questions and answers will be posted to Contract Opportunities at www.sam.gov.  Please direct all questions to the Contracting Officer at jared.garner@us.af.mil.  

The Government reserves the right to cancel this RFP either before or after the proposal due date.  In the event that the Government cancels this solicitation, the Government has no obligation to reimburse vendors for any costs.  The Government reserves the right to make no award.  In such event, the contractor will be notified, via Contract Opportunities of the Contracting Officer's decision and this decision shall be final and conclusive and shall not be subject to the "Disputes" clause or the "Contract Dispute Act of 1978, 41 U.S. Code Chapter 71."

All contractors shall be registered at System for Award Management (SAM.GOV) https://www.sam.gov/SAM/. Contractors must be registered in the SAM.GOV database before a contract can be awarded to the company.

NO PARTIAL PROPOSALS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in the proposals.

In accordance with FAR clause 52.232-18, Availability of Funds, funds are not presently available for this contract.  The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.  No legal liability on the part of the government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
